The Salvation Army College for Officer Training in the USA Eastern Territory is governed by the Board of Trustees of the Corporation; this is the final fiduciary, approval, and oversight body for the College. As this group has these responsibilities for all Salvation Army personnel, units, and operations in the thirteen Northeastern United States and the territory of Puerto Rico, it has ceded academic oversight and authority to the Strategic Oversight Council.

Strategic OVERSIGHT COUNCIL

The Strategic Oversight Council (formerly the Academic Oversight Advisory Council) provides the governance and authority for the conduct of the CFOT programs. The purpose of the SOC is to guide, support, and provide strategic oversight to the CFOT. The Council shall monitor, evaluate, and enhance the quality of officer training in The Salvation Army USA Eastern Territory (TSAE) all in a manner consistent with the TSAE policies and procedures.

This would include:

Reviewing and updating the CFOT's strategic direction is to response to significant changes in programs, needs of TSAE, new teaching/training methodology, or officer training needs.
Measuring progress with the objectives/goals in the previous CFOT review by TSAE Territorial Headquarters (THQ), and setting goals for the coming year.
Ensuring that the CFOT is compliant with academic accreditation and other requirements.
Tracking performance across all aspects of the CFOT including annual reports by each department.
Recommend and review major changes to the course of study.
