Adoption

There are between 2,000 and 3,000 children in Pennsylvania who are waiting to be adopted. The Salvation Army Children's
Services contracts with the Statewide Adoption and Permanency Network to find these children families who are willing to give
them what all children deserve: a safe home with family who will give them their best chance at a bright future.

The children who are waiting for adoptive families have been through the foster care system but were not adopted by their foster
parents. They are older children (mostly over age 10 years), siblings who need a family who can adopt them together, and children
with more significant special needs
. Infants, toddlers, and young children are not part of the group of waiting children. If
younger children in foster care do become legally free for adoption, they are typically adopted by the family who has been fostering them.

Families who adopt through The Salvation Army Children's Services receive the training and support they need to be ready to
welcome a child into their home. A matching worker partners with you to guide you through the journey including finding the right
adoption match for you, meeting the child or children you're matched with, and preparing for them to come to your home. Once
your matched child or children are placed in your home, a caseworker will support you until the adoption is finalized.

Adoptive families continue to have access to post-permanency support resources and services after their adoptions have been

Did You Know...

  • Adoption from the child welfare system is special needs adoption. Special needs includes older children, sibling groups, and children with more significant physical, emotional, or behavioral needs.
  • Adoption of a Pennsylvania child in foster care is almost completely free.
  • Families who adopt siblings give them a much-needed chance to stay together. Sadly, siblings are often separated while in the child welfare system because there aren't enough homes open to more than one child.
  • Before a child is placed in your home for adoption, you have a chance to learn a great deal of information about them and to have pre-placement visits.
  • Adopting a child from a state other than Pennsylvania is possible. There are fees involved with out of state adoptions. 
  • Financial support is provided to adoptive families before the adoption is finalized and often after finalization as well. There are also post-permanency services available so adoptive families continue to have support.

Families who choose to partner with The Salvation Army Children's Services to provide permanency to children from foster care are families who have a passion for helping children and want to be informed, prepared, and supported. Our families receive the most trauma-informed preparation and develop the skills necessary to meet the unique needs of the children placed in their homes.
